The ISIAS project, while with a predominant emphasis on impact assessment, was thus addressing two tasks of the ISPO call :

"initiatives to facilitate through improved awareness and demonstration of concrete cases [in this we rely on regional scenarios and local case-study simulations], the take up, spreading, and dissemination of [the most useful and appropriate] telematics services and applications in particular by SMEs and regional/local administrations to support, expand, or improve their operations [through a better capacity to govern the future]."
The "development of demonstration actions [the collective process of scenario-building], in particular in small communities [our five regional testbeds] acting as small-scale, flexible test sites where new approaches [for making decisions about the Information Society] can be tried out and best practices disseminated [through inter-regional co-operation], with the wide participation of citizens from different social groups [and regional contexts], as well as with the active involvement [in the local IS Workgroups] of social partners, voluntary associations, etc."
