On 1 October, the INNOCAP project, led by ERNACT, took part in the “Connecting the Dots – Celebrating 25 Years of Cooperation in the NPA” conference in Bodø, Norway, to showcase how Northern Periphery and Arctic (NPA) regions are using digital transformation to build resilience and deliver sustainable public services.

Chaired by ERNACT Programme Manager José Manuel San Emeterio, the session explored challenges such as ageing populations, high service costs in dispersed communities, and digital skills gaps. Speakers highlighted the role of advanced technologies—AI, IoT, VR/AR—in helping the public sector deliver smarter, more sustainable solutions.

Key contributions included:
  • Mikael Söderström (Umeå University): insights from the DISTINCT project’s foresight analysis on disruptive technologies.
  • Anni Tuomaala (University of Helsinki): the INNOCAP tool Green Transition on a Map (greensouthsavo.eu), helping regions understand the geography of the green transition.
  • Mikael Bergström (Örnsköldsvik Municipality): the Digital Innovation Platform, enabling scalable citizen services at local level.

The discussion highlighted the importance of combining technology with inclusive approaches, ensuring communities are empowered to shape solutions. By learning from successful NPA projects, regions can harness digital innovation to secure a more resilient and sustainable future.
