MINDSET project
partners have made significant progress in understanding the Mission Oriented Innovation (MOI) phenomenon through the recently developed Mission Oriented Innovation in the NPA Area Assessment report. This document reviews the state-of-the-art in 4 Northern Periphery and Arctic (NPA) countries including Finland, Ireland, Norway and Sweden.
In Norway, MOI has yet to become a corner stone of Norwegian innovation strategy. MOI initiatives exist, but they are mostly small in scope. One of the longest running, and most prominent examples of MOI in Norway is Pilot-E. Launched in 2016, Pilot-E is a joint effort by
The Research Council of Norway

Innovation Norway
, with
Gassnova
joining in 2023. The program focuses on finding innovative solutions to energy challenges by funding research and projects that can be brought to market.
Some of the actions included in Pilot-E are:
“Maritime Short-Haul Shipping, Hydrogen, and Energy Systems”
“Flexibility in Power Systems and Fossil-Free High-Temperature Heat in Industry”
“Flexibility in Power Systems and Industrial Carbon Capture”
While Pilot-E mainly focuses on national challenges, its projects can have significant impacts on local regions. For example, initiatives aimed at emission-free maritime transport have created job opportunities in Norway’s coastal areas, particularly in the NPA area.
Additionally, Norwegian reports, such as The Role of Regional Innovation Systems in Mission-Oriented Innovation Policy, have looked at how MOI can be applied at the regional level, offering insights into what factors lead to success.
This work by the MINDSET project is helping to deepen the understanding of MOI and its potential to drive innovation in the NPA area.
