Innovative digital service supporting talent attraction and return to the city promoting competitiveness and economic development of Donostia/San Sebastian

ERNACT led project The Public Link, or TPL, funded by DG CNECT - The Directorate General for Communications Networks, Content and Technology of the European Commission is exploring the use of disruptive technologies like Internet of Things (IoT), Artificial Intelligence (AI), Virtual Reality (VR)/Augmented Reality (AR) and Machine Learning tools to get closer and more present to the citizen.

After the virtual tools testing, TPL project partners are working on the pilots, like Fomento de San Sebastian in the Basque Country (Spain) that will look at the innovative digital service supporting talent attraction and return to the city promoting competitiveness and economic development of the city of Donostia/San Sebastian. 

As a part of the digital transformation process in San Sebastian, the adoption of disruptive VR/AR and AI technologies can improve public sector performance. Their disruptive impact in the public administration should help to improve the delivery of public services, to support the governance and public administration, and to enhance public sector policy and decision makings.

One of the programs of Fomento is the Talent House Hosting Plan, which was created in 2011 with the aim of supporting local technology and research centers in attracting highly qualified profiles. This Hosting Plan includes advisory services on administrative procedures to live in our city, support for companions and also an accommodation service in the Talent House building. It is this last service, the accommodation in the Talent House building, on which the pilot project is planned to focus within the framework of the TPL.

Currently, the main characteristics of the accommodation service can be consulted statically on a website through information and images of the building. The personalized information is offered through a specific email of the hosting service or the generic email of Fomento San Sebastian.
The TPL project partner is planning to develop two actions for the improvement and digital transformation of the service:

  1. A 360º visit to the Talent House building and its spaces to improve the user experience and allow interested researchers to get to know Talent House in advance of their possible arrival.
  2. A Chatbot to explain the accommodation service and other services of the Talent House Hosting Plan, which completes the visit and allows the interested persons to receive information immediately and responding to their individual needs.
