HOPE project: horizontal policies for inclusive societies

The ERNACT network gets involved in a new cooperation project funded by European Commission's COSME programme for small and medium-sized enterprises. 'HOPE' or 'Horizontal Policies and Practices for Inclusive Societies in Europe' project, aims to develop horizontal policies for inclusive societies, which will enhance the well-being of individuals and foster employment and entrepreneurship through multi-professional and multi-sectoral co-operation.

HOPE brings together 3 small and medium-sized cities and districts from cross-border regions of Europe. Led by the City of Seinäjoki in Finland, the partnership includes the City of Maribor (Slovenia), Derry and Strabane District Council (Northern Ireland) and ERNACT

The partnership will focus first in understanding the phenomenon: (un)employment, inclusivity, wellness, and health are closely connected and influence the well-being of individuals. Constructing social economy requires acknowledging these different dimensions and challenges the project partners and our stakeholders face. In addition, they will identify multi-professional and multi-organizational approaches and solutions to support well-being, inclusion, employment and entrepreneurship. HOPE partners believe that "It is needed to learn about social enterprises and digital opportunities to decrease isolation and enhance inclusivity and entrepreneurial activities, especially among the people at working age or those approaching it”. 

In fact, HOPE aims to engage and connect for a policy dialogue that relies on a network governance and interacts in an environment that is open and trusting thus facilitating the free flow of views and information within and to other networks, and specifically targets a policy problem.

According to Jose Manuel San Emeterio, ERNACT Programme Manager and HOPE Project Partner, “this is very relevant project for the ERNACT Network, since it brings together 3 cities from our member regions to work together on common issues. HOPE is about engaging, connecting and taking advantage of the opportunities that social enterprises and digital solutions can offer to become more inclusive societies what it is among the main goals of the ERNACT Network”. 

What to expect during 2021
Project partners have already commenced the cooperation journey and have recently organised a kick-off meeting to agree the first milestones. 

Until January 2022, the project will organise a series of online events to engage with key stakeholder groups in the participating countries. On the one hand, the partnership will organise three 'social economy missions (workshops)', that will be focused on: understanding the phenomenon and developing multi-professional and multi-organizational approaches and solutions; highlight social enterprises and digital solutions and; discuss new horizontal policies supporting inclusive societies. On the other hand, partners will start an exchange of experience process and will collect between 20 and 24 good practices.
