It is an action model for service production structure in social and health care sectors. The key idea is to build the services based on citizens true needs (main stakeholders).

It is created in a joint development process involving all key actors and lead by the key staff of the social and health care municipal coalitions and municipalities.

Main Objectives: (1) strengthening basic services and enhancement of population wellbeing and health, and (2) providing sufficient and equal social and health care services to the whole population through well-functioning, effective and cost effective service structure.

  • Target-oriented management
  • Introduction of quality indicators and incentive bonuses based on the quality indicators
