Fomento de San Sebastián is installing ICT-based systems for the monitoring and control of the energy consumption of public buildings and for outdoor lighting. It aims to provide decision makers with the necessary tools to be able to plan energy saving measures. To achieve a reduction of 12% on energy consumption, the project implements and validates one pilot in a Sports centre in San Sebastian and a total of four pilots will be replicated in public buildings in San Sebastian (i.e. business centres).

Emphasis is given in the project to systems being built to accepted standards and to their being scalable, so that the model can easily be transferred to new places with different circumstances.

The most important stages in the project:
- Developing collaborations between public services and private businesses.
- Finding and using standard equipment and accepted systems in order to make the solution universal.

Benefits of the project:
- Reduced energy consumption in 12 percent for the buildings and thereby reduced carbon dioxide emissions and lower costs.
- Others can adopt the universal solution and thereby energy can be saved at more locations.

Success factors:
  1. To be successful, all those involved in the project must be engaged and must be willing to change      their behaviour, from decision makers to persons who have the responsibility for the   buildings concerned.
  2. Interoperability and scalability will be mandatory, assuring the possibility of transferring the new ICT solutions developed to other buildings with different characteristics.
  3. To be able to see and measure progress, it is also important to have clearly stated goals for the project.
