In order to support the Community Access Point (CAPs) network and other digital inclusion initiatives the Service looked at developing a network of volunteers based in the communities where the CAPs are located.

Volunteers and key holders became the human infrastructure that enabled the CAPs and the activity in them to thrive and sustain beyond the funding periods of project.

When the County and District councils set up the network of Community Access Points it became clear that providing the infrastructure and technology alone would not be enough. To get people using and engaged with online information a friendly face was needed at each CAP. It was also realized that any funding for staff was likely to be short term.

Volunteers have also been trained to offer support to other projects based around the CAP network. Most notably a community project to create digital archives of local history – www.ccan.co.uk  and a project to create hyper-local social media sites linked to the County wide, service provider lead Shape Your Place – www.shapeyourplace.org.
