 The MOPA organization was created in 2003 and is mainly funded by Aquitaine Regional Council. It aims at supporting regional professional stakeholders in the tourism sector. In 2010, MOPA launched a specific training program for “digital mediators” in tourist offices. The aim was to provide ICT training for tourism employees, in order to help them better accompany local professionals so that they could be more competitive and attractive through their digital communication.

After having raise awareness about the new challenges faced by Tourism offices, the MOPA eventually  established a network of territory’s digital mediators, first on a regional level, then on a national level with the development of collaborative tools, and the organization of regular meetings to allow constant updating of the training courses.
